    Background

    With an aim to enhance resource efficiency (RE) and resource security of the Indian economy and industry, NITI Aayog along with European Union Delegation to India have developed a Strategy on RE along with an action plan. The plan of action for implementation of RE Strategy is receiving due support from the European Union (EU) funded Resource Efficiency Initiative (EUREI) led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in consortium with The Energy and Resources Institute (TERI), Confederation of Indian Industry (CII) and adelphi. The strategy recognises the emergent need to use resources judiciously in order to sustain long-term development and well-being in the Indian society. An RE framework has the potential to enhance resource security in the country by addressing resource depletion and supply constraints, price shocks and rapid degradation of natural resource base. Thereby, sustaining long-term development with minimal environmental damage. Under the core action plan of the Resource Efficiency Strategy, first regional workshop on “Resource Efficiency and Circular Economy” was organised on January 22 -22, 2018 in Bhubaneswar is to support the capacities of the Odisha government along with its different departments, industry and other major stakeholders for enhancing RE in the State, and towards supporting the implementation of the RE Strategy released by the Niti Aayog. The workshop was organised by the NITI Aayog in collaboration with the European Union delegation to India organised the first regional workshop on “Resource Efficiency and Circular Economy” in Bhubaneswar, Odisha in collaboration with CSIR – Institute for Minerals and Materials Technology (IMMT) on January 22-23, 2018. As one of the thirteen mineral rich states with 150 mines, and home to National Aluminium Company Limited (NALCO), several metal & mineral processing industries and premier research institutions, Odisha could be an ideal state for championing RE and Circular Economy (CE) in the country.

    Discussion

    The workshop was attended by the officials of State Pollution Control board, Bhubaneswar Municipal Corporation, experts, academicians, industry delegates representing steel, aluminium, thermal and other sectors. Over the course of the workshop, expert participants from government, industry and academia identified measures and interventions that are needed to make Odisha a leading state in Resource Efficiency and Circular Economy. An action plan was created with these inputs, and will be submitted to the Government of Odisha for its consideration.

    The workshop opened with Dr Reva Prakash, Junior Technical Advisor, EU-Resource Efficiency Initiative (EU-REI) welcoming the distinguished delegates and inviting the panel for the inaugural session.
